The Clerk Forward Commitment
People First
Our people are our greatest strength. We will invest in employees, develop leaders, and foster a culture that empowers every team member to deliver exceptional public service. By creating an environment built on respect, accountability, collaboration, and professional growth, we will strengthen the workforce that serves Orange County every day.
Community Focused
The Clerk's Office should be more than a place people visit- it should be an active partner throughout Orange County. We will expand outreach, strengthen partnerships, improve accessibility, and ensure residents can easily connect with the services they need. By listening first, we will build lasting public trust through transparency and engagement.
Future Ready
Preparing for tomorrow requires thoughtful leadership and responsible stewardship. We will embrace modern technology, cybersecurity, continuous improvement, and fiscal responsibility while maximizing existing investments. Together, these efforts will build a Clerk's Office that is innovative, accountable, and prepared for the future.
The Experience Behind Clerk Forward
Why Terrell Is Ready to Lead
Terrell Thomas has built a career around public service, court technology, and helping organizations work better for the people they serve. His journey began with the Orange County Clerk of Courts in 1998, where he spent nearly 20 years gaining firsthand experience with the people, operations, technology, and justice partners that keep one of Florida's busiest court systems moving.
He later brought that experience to the private sector, helping courts and justice agencies across the country modernize operations through innovative technology solutions. Most recently, Terrell served with Tyler Technologies, the court technology company behind the case management system that powers the Orange County Clerk of Courts today. His work with Tyler gave him a unique perspective - combining nearly two decades of experience inside the Clerk's Office with firsthand experience helping courts implement and maximize the technology that supports their operations.
Throughout his career, Terrell has remained committed to a simple leadership philosophy: listen first, bring people together, continuously improve, and use technology thoughtfully to make government work better for the people it serves.
A husband, father, longtime minister and church musician, technology consultant, and Orlando community member, Terrell's leadership is grounded in faith, family, integrity, humility, and service.
Now, he's ready to bring nearly three decades of experience home to Orange County -combining institutional knowledge, court technology expertise, and a vision that honors the Clerk's proud legacy while preparing the office for what's next.
People First. Community Focused. Future Ready.
Together, we move Clerk Forward.
